NZ Govt Reflow Loserboard
A ranking of NZ Government websites failing WCAG 2.2 Reflow requirements. This test indicates a website might lack a mobile interface, and scrolls in two directions at high zoom levels.
Loserboards
How this works
The Loserboard tracks potential WCAG 2.2 Success Criterion 1.4.10 Reflow failures.
It tests if a page scrolls horizontally at a browser width of 320px.
This test indicates but does not confirm SC 1.4.10 conformance.
The Reflow Loserboard
Background information
The New Zealand Government automatically tests for WCAG 2.2 Success Criterion 1.4.10 Reflow compliance on all its public-facing websites using the Centralised Web Accessibility Checker (CWAC) monitoring programme. I have created the following loserboard from this data. Data will be updated quarterly.

Reflow testing methodology:
- WCAG 2.2 SC 1.4.10 Testing: CWAC tests each page at 320px viewport width to check that content can be presented without requiring scrolling in two dimensions.
- Impact on users: Reflow failures make it much more difficult to understand text for users who use high zoom levels i.e. 400%. This is because pages that fail Reflow generally require the user to scroll side-to-side as well as vertically to read the text.
Tips:
- Share filtered results — search for something, then copy the URL from your address bar and share the reflow compliance data
Limitations:
- Indicative Results — Test results are indicative only and require manual verification for definitive WCAG conformance. This test is a reasonably reliable way to detect pages that fail WCAG SC 1.4.10, but it does not prove compliance or non-compliance.
